Selig's Backup Plan if Clarity Act Dies

CFTC Chair Michael Selig told crypto executives Thursday that his agency will not wait on Congress. If the Clarity Act stays stuck in the Senate, he said, the CFTC will build a crypto market structure regime using authority it already has.

Selig said he has directed staff to explore rules creating a crypto asset market registration category, comparable to the agency's existing designated contract markets. Unregistered crypto exchanges could come under CFTC oversight and offer leveraged or margin trading. He also told staff to work with on-chain protocol developers on a legal path in the U.S.

He still wants the bill. Passing Clarity, Selig said at the inaugural Innovation Advisory Committee meeting, is the surest way to prevent another Gary Gensler from running what he called a β€œcampaign of lawfare” against the industry.

Binance Staff Detained in Its Own Safe Haven

Two Binance employees were detained in the United Arab Emirates in recent weeks amid police inquiries into possible financial crimes at the exchange, the New York Times reported Thursday, citing four people familiar with the matter. Both were stopped at airports in the Emirates.

Binance reportedly told the Times the inquiries were routine and tied to third-party fund flows. The employees were never targets, the company said, and all were cleared and released.

Binance has made the UAE its regulatory home, with roughly 1,000 staff in the country, licensed entities under Abu Dhabi Global Market, and a $2 billion investment from Abu Dhabi's MGX in March 2025.

Bitcoin's Best Week Since 2024

Bitcoin cleared $75,000 in Asian trading Friday for the first time in more than three months, rising as much as 4.8% to trade near $77,000 before easing to most recently trade around $76,500. That puts it up about 20% on the week, on track for its strongest weekly gain since March 2024.

The catalyst came from the bond market, not crypto. Treasury Secretary Scott Bessent said Wednesday the department would at least double its buybacks of longer-dated Treasuries. The SEC's new crypto offering proposal and Trump's White House meeting with crypto executives added fuel.

Nearly $3 billion in crypto shorts were liquidated Wednesday, with hundreds of millions more since.

CME's Duffy and Kalshi's Lara Trade Insults

A CFTC advisory meeting turned into a public fight Thursday. CME Group chief Terrence Duffy said some prediction market contracts are open to manipulation, pointing to bets on Trump's State of the Union remarks and on NicolΓ‘s Maduro's ouster. CFTC Chairman Michael Selig cut in to say those contracts were listed offshore and called the claim β€œfake news.”

It escalated from there. Kalshi co-founder and COO Luana Lopes Lara asked whether CME had ever had a manipulation problem in its history. Duffy replied that his regulatory department outnumbers Kalshi's entire company. Lara suggested he learn about efficiency. Duffy told her to learn about credible markets.

DraftKings CEO Jason Robins eventually asked participants to stop β€œtaking shots at each other's business models.”

  • 🟑 X is in talks to pay content creators in stablecoins such as Circle's USDC, CoinDesk reported, citing a person familiar with the matter. The talks surface in the same month X moved to retire Creator Revenue Sharing on Sept. 7 and replace it with an impressions-based program paying out every two weeks with a $30 minimum.Β 

  • 🏦 Franklin Templeton plans to use its tokenized money market fund, BENJI, as a cash position or collateral inside its ETFs and mutual funds, after what the firm says is the first SEC clearance for a digitally native product inside traditional funds. Franklin runs more than 130 ETFs holding $82 billion and mutual funds holding about $790 billion.Β 

  • πŸ”’ MANTRA halted its chain and froze all endpoints and transactions as a precaution while it investigates an unspecified incident, telling users it has no root cause or timeline to share.

  • πŸ‡°πŸ‡· BitGo secured VASP registration in South Korea through BitGo Korea, a locally built entity with Hana Financial Group and SK Telecom as strategic shareholders. The unit is cleared to offer custody and transfer services to institutional and enterprise clients.Β 

  • βš–οΈ The Justice Department charged 17 members of Iran's Mabna Institute over a hacking campaign that hit 144 U.S. universities, 178 foreign ones, five government agencies and dozens of companies, stealing at least 31.5 terabytes of data. Defendant Behzad Mesri was separately charged with breaching HBO and trying to extort roughly $6 million in bitcoin.Β 

  • πŸ—³οΈ Optimism approved a proposal redesignating 546.9 million OP, or 12.7% of supply and roughly $49.7 million, from the user airdrop allocation into a Foundation-administered Strategic Ecosystem Fund. An 8.486 million OP vote from Test in Prod, a core development team funded by the Collective, lifted approval to 61.84% from 45.77% with under 17 minutes left.

  • πŸ’° NeoSoul raised $11 million in a pre-Series A round backed by MH Ventures, Amber Group, ArkStream, the 0G Foundation, Kirin Capital, CatcherVC and New Oak International. The team says the money will go toward NeoTrade and infrastructure for AI agents to execute trades and take part in economic activity on their own.
